Manufacturers' discount coupons?

Why do manufacturers/vendors stipulate on some of their discount coupons that they are "Not subject to doubling" or "Do not double or triple"?

It is an attempt to cut down on coupon fraud. Manufacturers realize that on some popular items people will attempt to make copies especially if their stores double the value. Every year thousands of dollars are lost due to coupon fraud. If the consumer isn't allowed to double the value of some of these coupons there is less of a chance of copies being made.
