Do privately owned stores have to accept coupons?

This store is privately owned and the only Chinese store in town.

They sell items that have the manufacture's coupons attached to them but do not accept the coupons. Can they refuse the coupons, even when they sell the item with the coupon? I know some coupons say "only at participating stores" but some do not have that printed on.

NO store is under any obligation whatsoever to accept any coupons. It's done strictly as a convenience to the customer and only when the store management chooses to do so.
