It means you're making a commitment to buy the item only if you submit your offer but the seller can reject your offer if they feel you're trying to sell them out. But most offers are taken because they most likely won't get a better offer. Say you wanted to buy an item and the price is 40 dollars. You think the price is too high and the seller has best offer available. You offer 30 dollars to the seller. Depending on the item, you have a 50/50 chance the seller will accept the offer.
