What are online ads made of?

Websites complain about users using adblock and other ad blocking tools but it's their fault for making ads out of whatever they make them out of.

Suggestion: Instead of making ads, however they make them, why not just use a picture and a hyperlink? That way adblocker can't target it.

That's doable, but generally not how ad networks work - they're feeding content into a specified content box that has a particular code profile that the adblocker software identifies and parses out while the page is rendering. You can hard code a pic/link in a page, but no one really does hardcoded HTML anymore - most websites are generated on the fly from databases now.
