In project management, is there any difference between contracted and won projects?

I mean, if they are contracted, it means they are won also. Thanks for any help

In the stages of securing a project, I would assume that winning a competitive bid proceeds actually finalizing a contract, in some cases, problems discovered after competitive bidding might prevent the securing of a contract.

that would probably lead to a contract for providing the product, in a stated amount, or a stated period
a contract is a legal, binding document that defines what you are expected to perform and what the buyer is expected
