How come they can't advertise the brand names at these discount clothing stores like Ross?

As a retailer wouldn't you want people to know what they are getting? Thorough descriptions help sell merchandise

Ross sells seconds and gray market items that would not sell through the regular retail channels. THe manufacturers let Ross sell those items as long as they don't advertise the product names.

When stores advertise brand names, it's because the brands are paying for co-op advertising. If the brands don't kick in, they don't get their names in the ads.
