A proposal is the first formal step in making some sort of business arrangement, like a joint venture.
Proposition I suspect really means Solicitation in this case, perhaps you would be making telephone cold calls in an attempt to secure new customers, (an experience bound to strengthen your tolerance for rude people.)
This means that the person is giving you a proposal to work for him or her and you will be paid $2000 for the services that you will render. It is up to you to decide whether to accept the proposal or not.
