I have never heard of it working like that. The contract is with the landlord and the housing authority, as well as with the tenant. I do not believe that you are required to pay since he failed the inspection. As a section 8 landlord, I would take it as my responsibility to ensure that my unit meets the standards of the housing authority. So, I believe they will tell you the same thing. I have never heard of any landlord requiring the tenant to pay for his mistake.

call Section 8 and let them know whats happening. They will fix this. You are not responsible-this is between Sec 8 and him..If he would have had the apartment in proper repair he would never have found himself in this position. Let him take you to Court-and Section 8 will need to appear and the Judge will order this whole thing sorted out. You can not be evicted unless you are breaking rules or not paying your share of the rent.

Have you talked to your caseworker about all of this? If your apartment failed inspection several times, the Housing Authority has the right to abate the property which means they won't pay. I don't believe though that the portion paid by the Housing Authority then becomes your responsibility. Find out for sure though from your caseworker. You should be getting copies of any correspondence between them and your landlord. Doesn't sound like the best landlord if he can't even keep the unit fit for inspection.
