Giving out card info isn't a good idea like that unless your a legit business. Both of you should open Pay pal account and they will handle all the legal stuff. They don't have to have pay pal but you can and have them go to pay pal and put their card info in. It will put it into your account. If they have net which it sounds like they due cause of ebay that would be safest and fastest route for both of you.

You need a retailer account with a Credit Card company, like VISA or American Express. If you had such an account you wouldn't be asking, so the real answer is you can't do it. Your counter-party might imagine you are a business.

Most people do not readily offer their credit cards through the phone for something bought on eBay. Something sounds fishy and I'd be careful. To process something like that, you'd need to have a credit card merchant terminal. Start up costs are typically a few hundred dollars, and a percentage of your sale goes to the card processor. Bank of America's program is quite typical. This sounds like a one-time thing, so I would say PayPay, cashiers check from a major bank, or money order. If you put that in your payment options tab, it'll prevent confusion in the future. Good luck!
