i got a item on ebay and i need help?

i always pay as soon as i win the bid and the estimated delivery time was oct 30 to nov 2 and its already nov 5 and it still hasn't come yet. then i read something about a second chance offer and i was wondering if the site would tell me if the seller did that because i already paid and i want to know whats going on.
