How do I get this job? Is there a way to make someone want to hire you?

I been job hunting and its very difficult with the way this economy is. I'm 17 and I really need a job. All the places I went to for an application said I was too young. One job in particular, I really like. Its the only place I really feel is right for me. I already filled out an application and tried getting in contact with the manager. Thats when I found out I had to be 18 to work there. Should I fill out another application for that same place after I turn 18? What can I do to get the job? Should I call the manager again? Should I make myself look desperate for this job?
