How can an Iowa Phone Number be Owned by a Co. in San Diego, CA?
I'm working on filing a complaint against a rogue bill collector who's claiming I "owe" on an Account that was "Paid, Closed & Never Late" as stated on my credit report. In June he called my landlord from a "619" area code (san diego). He had never contacted ME by phone or by letter. Then, just last week he called me at work! He was calling from (563) 823-4690. All you have to do is Google it and you'll know where it is (Davenport, Iowa). So, I filed a complaint against him with the Iowa Attorney General. They were very helpful. They wanted his address, but I was unable to get one, but I gave them this phone number. Today, they emailed me and told me the name and address of the company that OWNS the phone number in SAN DIEGO. How can that be? I could understand IF "Glen Berman" was in Iowa and was an Independent Contractor for this company in San Diego, but how can the company (complete with an out of state address) own a phone number in Iowa??

a. It could be a cell phone. As you probably know, a person can get a cell phone anywhere in the country, and can then use it anywhere else where else (other than airplanes, and a few places where cell phones do not work). b. Many debt collectors use "creative" methods of call forwarding to fool your caller ID. c. Any company can have offices in multiple places with phones in all of them. Wal-Mart, for example, is based in Arkansas, but has phones in all of its stores, with telephone numbers for the locations of the stores.

This is not uncommon, they either have a have a satellite office in Iowa, or have collectors on their payroll in Iowa, in which they provide the phone line.

Easy. When you sign up for a VOIP, wireless phones, etc. you get to choose your phone number.
