Well, I just asked a similar question like this. I'm on the same boat as you, limited budget, but I'll tell you what I've done. First, concentrate on your local area. Why? There are hundreds of thousands of people to compete against if you do online services only. Find a small printing business without a website, and approach them. Offer your services in exchange for theirs OR offer them a discount... as long as you get flyers and business cards in return, you'll be ok. That's also good for networking. If you offer a great job, they'll recommend you to others. You can also give them a discount (up to you how much), but in return you ask them to recommend you to others.
