Hello folks, I am looking for high risk auto insurance for 2 people?

One is my 17 year old niece that just got her drivers license but is having a hard time getting a quote that is reasonable or affordable. She is a straight A student, doesnt drink or smoke, and doesnt do drugs. The other person is my brother who has quite a few speeding tickets and would like to find a high risk car insurance policy that is lower then the others and still covers him fully. Any help would be greatly appreciated. Thanks:)
