Wells fargo denied to upgrademe from secured to unsecured credit card?

they said they dont know how to interpret the new laws and that are stopping from ugrading anyone to unsecured status I have had a wells fargo secured card for about 18 months never went over limit always paid before due date and never went over limit. I called them last month , they pulled credit report and said i was approve too graduate to unsecured. Now i called and the guy was like hold on there are some notes here and i have to put you on hold wo get the other department. well i was on hold for about 5 minutes the rep said to continue holding and after about 2 minutes a rep from the credit department was on and said that i no longer quallify due to new credit laws. Has anyone heard of this or are they just BS me.
