I'm from Colorado and I need to know how to contact about requirements for being a repo man...for any license?

I was told that for Colorado we needed to contact a federal building. and now i am confused. WHY federal? i need to start my business now, i have passed the Surveillance strategies test i have a certificate, i have also passed my Bail recovery i also have a certificate but i need to know about repossessions...i am fully insured
