can a bank withdraw a signed mortgage offer?
i signed and sent back a mortgage offer in july. yesterday oct 29th the bank told me the terms of the offer were being changed because the original terms should not have been agreed,this was there mistake!! i can still get a mortgage but only for 68.000, i originally was going to get 76.000 so i could improve the home. i will now have to get a loan to do these improvements.more cost!! can they change a signed mortgage offer? i'm sure if i changed it due to an error from me i would be in trouble!!!

The terms of a mortgage are not binding until the loan closes. The bank can change the terms. You can back out if you don't like them or just because you changed your mind.

Yes, the lender can do so. The terms of mortgages change regularly before closing, and in many cases the mortgage offer/agreement is simply withdrawn, due to credit/job changes from the time of application. As another said, until the loan closes, you have no guarantees of any type. And, if the mortgage changed due to your error, no, you would NOT be in any type of trouble. You would face the same result.

Verbal agreements are not legal and try proving it in a court of law. What you can do is file a formal complaint with the FTC. Or just walk away from that lender. You could also take out a permit with the city to walk up and own in front of this lenders office with a sign saying how they ripped you off. The Internet is a useful tool as well. Most people search online, take out some ad's on yahoo and google about this lender. And if you tell them you are going to do this, they might change their minds.

Yes they can. The offer isn't legally binding until it's closed. I seriously doubt that they gave you terms IN WRITING that it "never should have been agreed to" or that "it was there mistake". Something changed....either with your credit (because it's October!!!) or the property. At minimum, they probably repulled your credit.
