Making home affordable?

I am so frustrated when I couldn't refinance traditional ways I was told by my bank to apply for making home affordable. So I did. The website says it is for people who haven't missed a payment and have never been late but have seen a loss in income. I applied and waited seven months to be told I didn't make enough money? Then the letter I got said that I have never been delinquent so I couldn't get a lower payment. Basically they are saying I need to make more money and not pay my mortgage to get a better interest rate? I am so confused. The people who try to do the right thing get punished. How is that fair? And they will run our health care??? Ugh
