Most pizza stores pay their delivery drivers cash because drivers are contractors unless they use company cars. If they use their own car and pay their own gas then they have incurred business expenses. These expenses are all deductible from their income. May be that's why your former employer was paying his employee cash. On the other hand,if he paid his pizza cook cash then it could be illegal. However, if he had already deducted the income tax, Unemployment Insurance and Pension as required by state law (EI, CPP - in Canada), then there was nothing illegal. I am not American, but I think it is an income tax issue and it should be dealt with at the IRS. If you wirte a letter to IRS, I am sure they would take it seriously.

Start by contacting your state's Attorney Generals office. They would be interested in knowing about this.

You can call the IRS...however, if you took cash as payment for two years did YOU declare it all as income and pay taxes on it? If not, you'll go down along with your ex-boss. You'll have to pay back taxes on the income as well as penalties. Is it worth it to you? You will have more believability with the IRS if you can find another employee to back up your accusation. But they will probably investigate it even if just you report it. If you still want to report him, use the link below to find the phone number for your local IRS office.

did he ever give you a 1099 or w-2 or have you fill out an I-9 form and a W-4 form? did YOU declare all the pay he paid YOU on YOUR tax return? if not - then you are breaking just as many laws, but if you did declare teh income and pay your taxes, feel free to rat him out just write the IRS a letter with his name and address and explain teh whole situation - call the state dept of labor also and the state dept of revenue - he probably is not declaring all his income either since it is a mostly cash business, so he has probably under paid state, local and federal income taxes - if he owns more than one pizza place - tell the authorities that too - he is probably cheating the governments out of tens of 1000's a year in tax revenue - between payroll, sales tax and income taxes he's have auditors coming out the wazoo
