First you have to clear your name at the county where you live. Next, register the name. A small fee is involved and registration is for a restricted period of time - my guess 3 - 4 years. You may now apply for a separate ein number for federal. With this you apply for State sales tax authorities. Depending on what you plan to sell, you may need umpteen other licenses. The place may also mean other city licenses. call local chamber of commerce for applicable permits needed.
