I live in Australia & purchased a faulty Item in Texas USA. Besides "Pay Pal", are there other agencies?

I purchased a faulty product via the Internet from Texas USA. I live in Sydney Australia. I am unable to report this matter to "PayPal" because I have not reported this matter within 45 days from the transaction. Could anyone tell me if there are any other agencies whether in Australia or the United States of America who will investigate this matter please? Thank you. Kind regards John
