What's happening to prepaid credit cards?

I'm trying to get a reloadable credit card. I provided all the information they needed online and it didn't work. Then I called the company and said. It didn't work cause they couldn't identify me. Now I signed up for NetSpend Online and I just got the card and I tried to activate it online and it was unable to verify me again. So now I'm gonna call the company tomorrow to see what's up. I just turned 18, I do have a social security #, and I never had a job or pay bills. What's going on with these companies? And why can't I get a prepaid credit card that's reloadable? Hopefully I get accepted by NetSpend when I call 2morrow.
