In a small/medium company, who is the one responsible for creating the business development plan?
for more details, i dont know if it matters, i am asking about companies related to software solutions and consultancy

For a small company, the business development plan can be made by the MD/CEO, along with his key people on board. If the organization is more structured, there would be a sales / marketing team who would take care of this. In large organizations, there is a separate department or division specializing in presales activities (who work along with sales). In smaller companies, there is usually no hard and fast rule, since things are more flexible; and even an entry level person may get involved in BD activities.

I would have thought that would have been the proprietors responsibility. When starting any business it is important to plan it's direction from the start. Also, any bank providing a business account would want a copy of the business plan, so that as the business develops it's success can be measured against the original plan, and can be adapted to ensure it's fulfilling it's goals.

It usually depends on if your company is a sales driven or a technology driven company. If it is sales then it is usually Marketing and Sales. If it is technology it is usually Technology and Marketing with some Sales input. Ultimately you need to know what you are going to sell and somebody has to put together a plan on how to get it to market.. Good luck
