Boyfriend had to pay $20 (from CA, U.S. -> Toronto, Canada) for the package I sent him?

WHY? The last two times, that never happened... I went to the UPS and had to pay $19 as oppose to the usual $16 because my 3rd package to him was a little more heavier than the first two. And I asked them to change the address to his dorm (since he had to move rooms for the new college semester) and it wasn't until the next day that I recieved an email saying that they changed his address AGAIN??? And, it was too late since they had already started mailing the package... Then, I kept on getting "Exception emails" while it was being sent to his place.... and once it reaches his dorm, he had to pay $20. Although, the last two times, he didn't have to. What reallllly happened? Why was he charged that much...... did Canada make some new law??? I'm sorry, I'm just really upset... I feel so baddd since he's having trouble saving up money to remain in college. I can't go see him until this upcoming winter. Can anyone explain to me, pretty please? =( ...

Well, HE should know why he was charged - they should have told him WHY. But likely, it was CUSTOMS taxes, not postage.
