If I qualify for a government grant to purchase a house, am I disqualified from buying a foreclosed home?
I must have a pre-purchase inspection, but my realtor told me I can't have an inspection if I buy a foreclosed house. How can I buy a house if I can't have it inspected before buying? I am a low income, first time buyer.

Hmmm... what your realtor told you makes no sense to me, because I was in a similar situation and had an inspection. My realtor told me that foreclosed homes are sold "as-is". If an inspector found a problem, it would not be fixed before the sale, I would have to fix it myself after the sale. But, I was allowed to bring in my own inspector and then decide if I want to go through with the purchase. Question your realtor again why you can't have an inspection.

Your real estate agent is incorrect. Inspections are allowed on homes which have been foreclosed, and you can make your offer contingent upon a successful inspection result. Your issue may be that your funding requires a home in 'move in condition'. Lenders with foreclosed homes won't make repairs ahead of time.
