The only difference from a normal card is that when secured they'll have a deposit from you but that money is yours and will gain interests and once you have a good score you can always get deposit back, close the account and get a normal credit card. As far as I know, all cards/banks financial organization will accept your money, be it via mail or however you send it to them. And all cards will add it to your balance, whether credit cards or secured cards. For instance, if you have a limit of $5000 if you were to send in $2000 you would have $7000 in your account, ready to use.
