Do you think this is legit or a scam? Have you ever or know someone who found apartments this way?

I'm interested in getting a new apartment, because I currently live with my parents. I work and go to school, and have an income from school. There is this agency that say they can help you find apartments and they do no credit checks. Since I have messed up my credit from credit cards years ago. But I have no evictions or no paid utility bills, since I never had an apartment. There is however a $100 registration fee, for their service and to guarantee you an apartment based on what you can afford.They also said that they been around for ten years, and I did talk to someone over the phone. What do you think? Have anyone ever heard about this?
