Unless the articles have a disclaimer stating that any reproduction or reuse of this material is strictly prohibited, then it is public record. However, you should contact the author or organization and request in writing permission to use the information to protect yourself. Many newspapers and websites like to get free advertisement if you simply acknowledge them as your source somewhere in your announcements. Hope this helps answer your question.

If you are reprinting an article or a large portion, then you need permission. If you are quoting brief passages, then you do not need permission. In either case, you should use quotation marks and cite the source.
