What is difference of large cash infusions to companies too big to fail vs tax breaks to large Corporations.?

It seems to me the Republican tax breaks at least help the small business owners also. TARP and Stimulus cash hand outs ONLY helps the Big Corporations. The big Corporations seem to be enjoying a nice bonus (Literal) while the small companies continue to struggle and died. This will mean more lost jobs. Something is wrong with this pictures.
