Yes, of course you can. You should know more about management in general and be fairly well versed in construction and architecture, but you will be hiring others to do that. You'll be in charge, so you should be somewhat knowledgeable about those fields, as well as engineering and acquisition of the site. You best option is to apprentice yourself to a major developer and learn the ropes. Keep your eyes and ears open and read, read, read everything you can get your hands on. Take courses at your community college, too, but the primary source of education (and resulting success) is experience. Nothing comes without preparation, of course, and hands-on street smarts will take you where you want to go.

It would be hard to develop anything without knowing what you are doing. You can hire out for this, but it will cost you a bundle and you can easily be taken advantage of because you are ignorant.

In my area a real estate developer has to have a huge amount of money or be able to borrow a huge amount of money. To be successful they would also have to know a lot about the type of development they wish to do. Most that I know personally develop housing divisions. Requiring them to have engineering studies of soil and drainage. They have to install streets and utilities and survey the lots and then they often market the lots to be sold to one or more builders. If you are going to work as an employee for a large builder then you have none of your own money at risk but you also make much less money..and of course they would have to believe you know what you are doing. I don't know any of those people.
