I am not sure where you are, the heat bill is high though. Also the food bill, unless you are eating out all of the time.

Don't forget about renter's insurance. It's cheap (around $20 a month)....and well worth it.

Not sure where you are---sure seems like a lot of money for water and heat... You need to learn to conserve a bit there.. the food bill seems high too--do you look for sale items and buy anything in bulk ? That's a lot for two cell phones---- I share 1000 minutes a month with my wife and it costs $89.... also your net-house phone-and cable may be able to be bundled from one provider------if not get a magic -jack and lose the land-line

I don't think your water would be that high for 2 people. but check if there's a sewer tax you have to pay each month on top of the water bill. also I don't think $40 is high enough for cable. where I live you can get loser cable for $15 but basic cable is $60 and that doesn't even include movie channels or HBO. I think you can cut down buying clothes every single month can't you? just buy clothes 4 times a year when the seasons change. your toiletries would be combined with your grocery bill, $150 a week should cover food for 2 people plus household items like cleaning etc. especially since you're also budgeting for eating out. if you only earn $4000 a month, you're cutting it close with a budget of $3800 each month even if you take out emergency $$$. when the car breaks down or 1 of you loses your job, you'll probably have to cut out cable and internet or break your lease.
