Google Indexed URLs Going Down?

I have added a sitemap to my Google Webmaster Tools with 36 urls. Every time it indexes my site again, the number of indexed urls goes down! A month ago I had 21 out of the 36 web pages indexed and I just figured google hadn't got to the rest yet. But now it says I only have 12 urls indexed. What the heck. Any ideas? Should I resubmit my sitemap?

Don't sweat it so much. You're probably just getting results from different data centers, and it seems to be showing a decline. I assume your site is new. This sort of thing is very common with new sites. Even if the site has been around for a while, I wouldn't worry about it at this point. Once you've registered your sitemap, Google knows to look for it each time it visits. You don't need to resubmit. Most likely, your site needs more links. The degree of effort that Googlebot gives to indexing is directly related to the importance of the site (which Google measures in links). If your site isn't being indexed completely, building more links can really help. Also, make sure your site has solid internal links. Googlebot should be able to crawl from one page to the next until it finds the whole site. The easier you make this, the more pages will be indexed. XML sitemaps can be a crutch that hides such problems.
