Does a property manager have to tell you when he will be installing security cameras in your building?
including the hallways on the floors of your building?

No. It's their property and they do not need to inform the tenants.

Nope, Hallways and stair wells are public view. The same rules apply as taking photos of someone and having the general public in the back ground. If other people use the property, then it is public view and no one needs permission to photo or record the area.

It used to be that there had to be notices that any public area was under surveillance, but cameras have become so common that this is no longer needed. It is often for insurance purposes since people up to no good do not like cameras.
