Tissue-Pack Advertising, does it work?

I am looking for new ways to promote our product and came across the Tissue Marketing idea that allows us to put our brand and marketing message on a pack of tissue paper to be handed out to people on the street or at a event. I want to sell this idea to my boss, but I am not sure how it will work in L.A. and New York. The promotional idea is big in Japan, but they also have a different way (culture) of doing things than here in the USA. Have you used this promotional tactic in the past and did it worked for you?
