As a private sales contractor for a business, can I pay others to generate leads for my business?

I am a private sales contractor for a busness in California. I am not paid a salary but commission only and I complete a 1099 tax form for my taxes. Can I pay others to generate leads for me legally? I get a commission and pay them out of my commission. Do they need a 1099 as well to report their taxes? Can I legally give them the 1099 or the company I work for? Or do I even need to at all?
