As Oracle and Sun Microsystems operates in the EU as much as in the US it comes under EU competition rules. If a merger or acquistion creates too dominate a company in a certain industry, the commission will normally recommend either breaking part of the companies up to insure healthy competition remains or stopping the merger altogether. It is done to avoid an artificial monopoly being created, which normally is bad news for the consumer and suppliers.
