Is starting a hot dog cart business in the San Diego Area a good idea?

I know that Location is key and CA has stringent codes, but in my travels I have generally not seen to many hot dog carts in San Diego as where in the metro Phoenix area they are a dime a dozen.

No because to many convenience stores sell them. They have been tried and were a big failure.
