How do I find out who owns empty local High St retail shops (as in their empty window space)?

OK I suppose I could start by asking the Council and checking out shopping managements etc., but.....and here's the thing,.... I want to ask for free space. Am I just being really cheeky? I thought why not ask the Q and see what gives? Vacant shop windows, maybe even the brief use of actual floor space within an empty shop could provide just that spark which allows for that impulsive walk in off the street kind of thing from Joe Public who has a problem he needs to sort out. . Hope that has made perfect sense to everyone and thanks for reading my Q. I hope for some serious answers so thanks again ;-)
