Should I form an LLC to bid on County/Muncipal procurements?

My County publishes requests for bids for services, and often these requests are seeking just one person even though they are inviting corporations to apply--for example, there might be a request for one person to manage recreation programs or arts programs. Do you need to be a non-profit or profit corporation to bid, or does that depend on the rules of the particular gov't entity? If I formed an LLC, would that make me eligible or make it easier for me to enter the bidding process?

apples and oranges do not compare a non profit organization is one that is set up merely to fulfill the function without any profit in mind, and as such you need authorization from IRS to be a non profit organization and LLC is a Limited Liability Corporation and as such can operate as a corporation, partnership or individual, it will cost you some money to establish an LLC which may or may not be in your best interest if you are applying for this position surely they have published the requirements for the job? read them
