Question

If you have an HSA (Health Savings Account) can you also have a Flexible Spending Account (FSA)?

If I sign up for an HSA account would that disqualify me from getting an FSA account as well?

You can not have an HSA and a standard FSA. You can have an HSA and a limited-purpose FSA. A limited-purpose FSA (sometimes called LFSA) isn't used to pay any medical expenses before your deductible is met. Basically you can have an FSA that would be used only for expenses (like dental or vision) that wouldn't count towards your deductible.
