Would I need any special licenses or permits to start a muffin delivery service?
I want to start bringing around muffins, bagels and cookies to offices and selling them to the hungry employees. I wanted to do home baked goods but I could also do pre packaged food.

yes. You'd need a business license, a driver's license, a commercial kitchen license (to be allowed to cook and handle food for commercial purposes), and probably a host of others. The chamber of commerce should be able to point you in the right direction and help you with the paperwork.

um yeah you will need your permits license just to be safe because police are very nasty human being

Well you would definately need a food handlers card. You would also need a business license of some sort.

Yes, you need a permit from the City, so that if anything happens to the customer, you are safe.

Yes, every business, because you earn revenues, requires a business license.
