supposing this home has a modern design and spent 5 million on it.

If the home meets all the legal requirements for being registered that way, sure. Is one of the requirements that it be located in an area that's zoned for business, not residential?

Yes - just get backing by the government and a college/university -- Run experiments and have master or phd students there / scientists
