You can get a good website in atleast US $200 to US $1000. It depends that what kind of site you like to design. Website includes domain name registration, server space, copywriting and designing. If you have a low budget then it can cost you around US $200. It's better you mention your requirement and also make it clear the pages and contents, database required or not; it'll be a static site or a dynamic site. If you are going to plan a database site then the cost depends upon the actual work to be done by a web programmer. More detail required for the exact cost.

Really we can't answer this question until we know what kind of business you are planning on running online. If you need a basic hosting site then it could cost you as little as $60 per year depending on who you host with. But if you want to run a media site such as a Youtube site, then it is going to cost you more because of Technical Requirements. It really depends on what you want. You can build your own site or you can pay for it. Think about outsourcing it with Script Lance. It's a lot cheaper.
