Yellow pages are expensive and they only come out once a year, so you have to know that what you are going to be doing, where you are going to be doing it from, and the number you want to be called on long before they go to printing. So for small side business I would say... no Permits, Insurance, Licensing is all up to your location and how much risk you are going to be exposing yourself to. I have personally run several small business to earm money on the side and most fo the time word of mouth will get you more work then advertising will, especially if the person who finds you in the classifieds is expecting a full time guy and you can not meet their needs. In all of these instances I did not have permits, insurance, or licenses and for 30 years I have gotten away with it except for one case early on. I was working as a mover for an independent moving company and brought my truck home for the weekend, a guy around the corner needed some help and offered to pay me on the side, 15 minutes into the job a load lock (long metal pole) fell unexpectedly and bashed the guy in the head. After a cat scan, MRI, and several days in the hospital they expected me to pay the bill and I couldn't. They tried to sue me but I had nothing and was not operating under the companies name so they couldn't go after them. It did teach me that if you are going to be on your own you need to be prepared to take care of any damage you do. So if you are fixing computers and the system smokes and it has nothing to do with you, you will still be expected to replace it.
