Tenancy deposit Problems.?

I believe my landlords agency has completely ripped us off for the cleaning charges on our house. £621.00 I also KNOW he did not put any of are deposites in a secure account as needed by law. Here is an email he sent me when I enquired about it. "First of all you mention about the deposit protection service. As you paid your deposit by instalments, the final payment received by me on the 12th May 2009 it was impossible to log your deposit as this was not entirely completed. It would have been useless to transfer your full deposit with less than a month to the end of your tenancy. Your deposit nevertheless is not the issue here as I mentioned in my email yesterday, I have already written out your deposit cheque for £260.00 and I can guarantee that this will be returned to you IN FULL without any deductions subject to you settling the cleaning costs of £121.91. I'm sorry but the house was definately not in the same condition as when you occupied it last year" I already admited that yes a few things would have needed to be done such as the double layer string tied bin bags needed taking out in the hall as my flatemate did not do it... and maybe a few things such as hovering, however apart from that the house was definately the same as when we moved in it was not clean in the slightest and had many personal possesions left over. I dont know what my rights are, if he is trying to bluff be, but he has charged us all in total £600 for basicly taking out some bin bags, defrosting a fridge and some basic hovering, thats all I could think of. Any help and information on this subject would be usefull.
