I got a payday loan last month from Spotya.com www ... I have awful credit but they advertise 'no credit checks' they also have the 'lowest rates online' it was only $15 for every $100 borrowed

Payday lenders make their money by charging ridiculous interest rates to people who cannot get normal credit. Therefore you will not find any payday lender willing to lend to you at a low interest rate.
