This isn't a trick question. Canada is more business friendly as far as the corporate tax rate is concerned. the US avg corporate tax rate is 33% (federal plus state), where Canada's avg rate is 32.5%

From what I can find, based simple tax rates, Canada is more corporate friendly. What I would like to know is where are you going with this?
