having issue to add debit card to my paypal account?

i am trying to add a debt card to my paypal account, so i go to my paypal profile and add credit/debt card. i submit my card number,address and other info.and then the red massage pop out, it's said ''Your credit or debit card has not been added since your card issuer does not allow checking the card's billing address. Please enter a different card number. If you have further questions, please contact the business that issued your card.'' i have try to submit my information again, but everytime i do that, paypal charged me 1dollar. so i done it about 5 times, so i got charged 5 dollars. please help me
