Does Chase bank charge for withdraws or over-withdraws?

Both my parents and I are thinking of opening an account there. Bank for america charged us $35 for an over-withraw of $2. Does Chase do that?

Withdraws, no as long as you have a certain amount in there. Over drafts, most certainly.
