You should send a letter to the landlord confirming that the A/C is not working, and requesting an immediate repair. (Keep a copy of the letter). If nothing is done, then you you should file a T6 application in the Ontario Landlord and Tenant Board.

What proof do you have that she cut the wires? Do you get your own electric bill? Or is she paying the electric? If it is stated in your contract that you get central air, you should inquire what is going on with the wires and when she expects that to be fixed since you are contractually bound to getting it!

I'm from the states so I don't know if the same rules applies but here, a landlord can't do that if it's stated in the lease that it comes with working C/A. If they don't fix it, Issue in writing to them that the C/A is not working then check with the area that you live on the next legal steps. Certain things that needs to be fixed has a certain time limit requirements to be fixed. C/A is one the the ones that allows to take the longest to be fixed where anything to do with heating/elec has to be fixed by law in a short time period of days to a week. When our C/A broke down, It took a month for our landlord to get someone out to fix it, until then we just popped in a A/C. Our C/A was working just fine and just stopped working all of a sudden, it turned out that the motor was fried and they fixed it with a new motor. But check with the housing rules and regulations in your area to see what can be done. Hope this helps.
